Tourney clarifications:

Cap rule:

After the horn blows, play until another goal is scored.  Add 1 for the non-elimination games (Add 2 for elimination games) to the higher score, and that
is what the game is to, with the exception that the game can end at the original game-to score (game to 15, cap goes on at 14-5, the game is to
15, win by 2, cap at 16).  There is at most one timeout per team after the cap has been enforced.

Timeouts: 

One each half plus one floater.
