League applications are only available by logging into your Player Page and then using the specific link under the "Applications" section.
Leagues are typically announced 5-6 weeks before they start. When announced, the registration open/close dates are also announced. Hat league registration typically opens 1-2 weeks after the league announcement and stays open for 2-3 weeks. Teams are created and announced about 1 week before the first game.
Hat leagues tend to fill up quickly, and sometimes within the same day registration opens! So be sure to sign up as soon as you can after the exact hour they open.
